PLEA FOR FDLR COMBATANTS VOLUNTARILY DISARMED

 

[1] We, FDLR soldiers voluntarily disarmed and stationed, with our dependents, in KISANGANI, KANYABAYONGA and WALUNGU, still belong to the FDLR.

The FDLR, being an opposition organization to the RPF regime in RWANDA, have fought and are still fighting this regime to free the Rwandan people under its dictatorial and bloodthirsty rule.

The FDLR also helped to prevent this regime from conquering the DR Congo, which was meant to use its immense resources, to finance the creation of the HIMA – TUTSI Empire.

[2] Repatriating us who are voluntarily disarmed, as it has been decided by the government of KINSHASA on the basis of the recommendations reached in the meeting of the Heads of State and Government of the International Conference for the Great Lakes Region (ICGLR), held in BRAZZAVILLE on 20 October 2017. The meeting dealt with the closure of the camps where FDLR voluntarily disarmed are kept. Their repatriation was set at 20 October 2018 and this repatriation is therefore equal to immolate us inexorably to the dictatorial and bloodthirsty regime of KIGALI.

Moreover, Human Rights Watch and other human rights organizations have published documents denouncing abuses (killings, kidnapping, disappearances, torture, …) suffered by FDLR members who had repatriated to Rwanda.

[3] The process of voluntarily disarmament / stationing FDLR combatants in the camps is a good faith gesture for a peaceful resolution of the Rwandan problem, which must be followed by a highly inclusive inter-Rwandan dialogue.

After disarming voluntarily, we were handed over with our dependents to SADC so that, with the support of the international community, pressure be applied to the KIGALI regime to compel it to engage in this dialogue.

Some people, including us and any other authoritative FDLR member know that the option of war creates a lot of problems rather than solving them.

What is missing then is to bring the KIGALI regime to engage in dialogue with its opposition.

[4] We urge anyone who loves peace and justice to denounce energetically the unfortunate suffering (i.e. starvation, lack of medical care …) that our disarmed members are currently facing and especially this ultimatum of “OBLIGATORY AND UNCONDITIONAL” repatriation on the abovementioned date.

[5] In case the DR Congo Government persists and digs into position, we appeal, in the name of humanitarian spirit and the humanity, to the UN (the protector and guarantor of the Fundamental Human Rights and Freedoms of the Human being) and to the SADC (the sponsor of the FDLR Voluntary Disarmament Process) to take us out of this impasse and spare us at all costs from this macabre repatriation scenario.
