During a his most recent press conference, President Kagame declared that he was itching for a fight, and he dared his enemies to try and attack his country so he can finish them once and for all. It is no surprise then that as soon as reports of a possible attack by the FDLR in the Northern Province Kagame’s security forces are blaming the population for not telling them of supposed FDLR infiltrators . This move to shift the blame on the population is an indication that when Kagame talks about settling his scores with his enemies once and for all he means massacres of the general population, as way to dissuade them to support the freedom fighters who are trying to end his tyrannical rule.

For the last twenty years, Kagame has had one major threat on the population of Rwanda that most analyst ten to ignore, which is, if he ever feels that his back is against the wall he will turn his army on the population which he considers to be his main enemy. Soon, after he took power, Kagame lamented that he didn’t have enough time to kill as many hutus as possible. His recent comments raised the prospect of an already established plan by Kagame to carry out large scale hutu massacres as a deterrent to the hutu rebels in case they try to overthrow him by force.
